The skills crisis in construction is no longer a distant risk, it’s here now. The CITB estimates that Scotland will require almost 3,600 additional workers every year between 2025 and 2029 simply to meet demand. Without major improvements in training pipelines, apprenticeship support and industry recruitment, Scotland risks falling short in both its housing ambitions and its net-zero commitments.

This is an area where modular construction can play a transformative role. Offsite manufacturing and digitally enabled design open doors to new kinds of careers, new training pathways and a modern working environment that appeals to a broader and more diverse workforce. But these opportunities can only be realised if skills funding is prioritised and industry, colleges and government work together to strengthen routes into construction.

Modular construction, with its capacity for faster delivery and improved environmental performance, stands to make a significant difference, but only if supported by a planning framework that recognises and enables modern building methods.

A reformed system, one that reduces complexity and improves predictability, would empower small builders, free up development pipelines, and help Scotland scale sustainable housing solutions at the speed required. Unlocking Public Sector Opportunities for Local Contractors

Every year, Scotland’s public sector spends more than £4 billion on construction. This represents a massive opportunity for local economies, one that should be accessible to the SMEs and specialist contractors who are embedded in their communities.

Unfortunately, the current tendering process is often too complex and too burdensome for smaller firms. As a result, Scotland misses out on local expertise, local employment benefits, and the innovation smaller companies bring to the table.

Opening these opportunities to a broader range of contractors would strengthen the entire construction landscape. It would encourage collaboration between traditional builders and modular specialists; it would help public bodies access faster, greener and more cost-efficient construction methods; and it would ensure that public investment delivers maximum regional value.

The FMB’s call for a dedicated Construction Minister underlines the importance of giving the sector the strategic leadership and coordinated oversight it deserves.
